Incident at MOWND INTERSECTION/ W SAINT JOHN NB (CYSJ)

Summary

2015-08-04: An American corporately registered Cessna 177RG (N177RG) from Sherbrooke, QC (CYSC) to Saint John, NB (CYSJ) was handed off by Boston Air Route Traffic Control Center (BOS ARTCC) at 2500 feet on VFR flight following. The pilot was advised that destination weather was below VFR; the pilot acknowledged and indicated the flight would descend to remain clear of cloud initially. The flight descended below radar coverage and was advised radar services terminated. The pilot shortly thereafter advised instrument meteorological conditions (IMC) at 2200 feet and was turning back. The flight was re-identified near MOWND at 2500 feet. The pilot advised the aircraft was not IFR equipped and was not IFR certified. Weather at Fredericton, NB (CYFC) was 9SM SCT032; the pilot diverted there VFR on top until able minimum control speed (VMC) near CYFC. Landed safely at 2243Z.
