Incident at WHITEHORSE/ ERIK NIELSEN INTL (CYXY) (Conflict - potential, Communication error, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2013-01-17: A Trans North Turbo Air Bell Textron 206B (C-GPWI) on a VFR flight called for departure (located 1/2 NM from threshold 13R on the approach) with a Air North Charter Boeing 737 (C-FANB/ operating as ANT506) on a IFR flight on base turn for final for runway 13R. C-GPWI was issued an immediate departure reference ANT506 turning final. C-GPWI departed and then when 1/2 NM west of the approach announced a 2nd helicopter would be following them. The 2nd helicopter, a Trans North Turbo Air Bell Textron 206B (C-GTNY) on a VFR flight departed without establishing contact with control tower or receiving clearance. ANT506 was approx. 2 NM final for 13R when C-GTNY departed from Trans North.
