Incident at CHURCHILL MB (CYYQ) (Conflict - loss of separation, ATS operating irregularity)
2013-01-04: UPDATE TSB A13C0001: The Calm Air Aerospatiale ATR42-300, registration C-FECI, operating as CAV541, was departing Churchill, MB, for Rankin Inlet, NU. The Nolinor Convair CV440/580, registration C-GQHB, operating as NRL950, was arriving at Churchill from La Grande Riviere, PQ. Both aircraft were operating in a non-radar environment under the procedural control of the Winnipeg Area Control Centre. A loss of separation occurred when the cleared routing of NRL950 was not noted on the flight progress strips by the controller who departed on a relief break and did not brief the second controller of NRL950's clearance. The loss of separation was discovered when NRL950 was cleared for an approach and NRL950 advised the second controller of the previous clearance.
2013-01-04: Less than minimum separation occurred when a Calm Air Aerospatiale ATR 42 320 (C-FECI/ operating as CAV541) on a IFR flight departed CYYQ to CYRT with arriving Les Investissements Nolinor Inc Convair 440 (C-GQHB/ operating as NRL950) on a IFR flight arriving on a cleared route not indicated on flight progress strips. The error was discovered when NRL950 was cleared for an approach and they advised they were proceeding direct TAGEX as previously cleared prior to commencing descent.
