Incident at ST. JOHN'S INTL NL (CYYT)
2015-10-21: A Porter Airlines de Havilland DHC 8 402 (C-GLQO/ POE231) from Halifax, NS (CYHZ) to St. John's, NL (CYYT) descended beyond his cleared altitude on approach to CYYT conflicting with a Cougar Helicopters Sikorsky S-92A (C-GKKN/ CHI21) from St. John's, NL (CYYT) enroute to Terra Nova, NL (CTNV).
2015-10-21: UPDATE: TSB Report#A13A0125: A Porter Dash 8-400, C-GLQO, was operating as flight POE231 from Halifax (CYHZ) to St. John's (CYYT). POE231 was being vectored for arrival onto runway 29 and cleared to 4000 feet. A Cougar S-92A helicopter, C-GKKN, operated as CHI21, was outbound from CYYT to the Terra Nova drilling platform at 3000 feet. The controller passed the traffic information to POE231 and was advised to expect lower once they have passed the CHI21. POE231 reported CHI21 traffic in sight. The controller advised POE231 that traffic was level at 3000 feet and then instructed POE231 to turn for runway 29. POE231 commenced descent below 4000 feet, having taken the traffic information at 3000 feet as a descent clearance. The controller asked POE231 to confirm they were still at 4000 feet. POE231 said they were descending to 3000 feet, although they had not been cleared to descend below 4000 feet. POE231 flew directly over CHI21 at approximately 3600 feet.
