Summary

2015-10-22: A Government of Canada, Department of National Defence Bell Textron 412 (WOLF61) from Halifax, NS (CYHZ) to Fredericton, NB (CYFC), a training flight in the vicinity of BEVIX, was given clearance to CROSI via the 17 DME ARC Transition without issuing an approach clearance; however, the last assigned altitude was not restated - as stated in our UOM (332.2). After establishing on the ARC, the aircraft began descent. The controller questioned WOLF61 and cleared the aircraft to maintain 3,000'.
