Summary

2015-10-22: STAFF23 had requested permission to proceed from Apron 8 to Apron 1. The vehicle (STAFF 23) was given and read back the instruction to hold short RWY29. STAFF 23 was observed by tower proceeding onto Runway 29 from taxiway Delta and had traveled approximately 100 feet down the runway. A privately owned Piper PA-28-236 from Halifax, NS (CYHZ) to Moncton, NB (CYQM) was on final Runway 29 with a landing clearance and was instructed to pull up (approximately 1 NM at 600feet ASL).
