Incident at 120 miles NW of YHZ (Communication navigation surveillance/air traffic system)

Summary

2015-10-22: BOS ARTCC handed off a Government of Canada Pilatus PC 12 (SST011) from Ottawa, ON (CYOW) to Halifax, NS (CYHZ) at FL250, then handed off an Air Canada Embraer E190 (ACA664), from Montreal, QC (CYUL) to CYHZ, descending to FL250, with a 190 knot overtake. The controller failed to see the overtake until conflict alert went off, at which point SST011 and ACA664 were just over 5 miles apart. SST011 was subsequently descended to FL230 and ACA664 was turned left to a heading of 070. The aircraft came within 4.5 miles of each other.
