Incident at FREDERICTON INTERNATIONAL AIRPORT (Incursion - runway - vehicle)

Summary

2014-12-16: A Truck (RED6) called to do a runway check while a Canlink Aviation Diamond DA 20-C1 (C-FVBM) on a local flight from Fredericton, NB (CYFC) was doing CCTS. Asked for permission to go on runway 15/33 and was told to hold short of 09/27 and to call near the intersection to see if it was safe to get across. Next call was on 15 asking for taxiway D to the apron.
2014-12-16: UPDATE AOR 165455-V2: RED 6 was on runway 15/33 conducting a runway inspection and holding short of the active runway 09/27. FSS requested RED 6 to advise near the intersection of 15/33 and 09/27 and he would see if he could get him across the active runway. Red 6 reported proceeding and crossed the 09/27 runway without authorization. ORIGINALLY FILED AS 165376 (not an Operational Incident (OI)).
