Summary

2014-11-13: On initial contact with Charlottetown radio, an aircraft was given a wind and altimeter digital display system (WADDS) altimeter of 29.82 but pilot questioned this as he had just received an altimeter of 29.88 from Moncton, NB (YQM) ACC as per the 1422Z Sydney, NS (CYQY) aerodrome special meteorological report (SPECI). FSS called the contact weather office (CWO) at CYQY to verify the altimeter. The CWO advised that he was replacing the dew cell which may have led to incorrect altimeter readings.
