Incident at CHARLOTTETOWN AIRPORT (Aerodrome, runway or taxiway shutdown)

Summary

2013-01-11: JZA8864, Bombardier CL600 2D 15, enroute from Toronto (CYYZ) to Charlottetown (CYYG), was on approach to Runway 21. An automobile (ST29) was instructed to leave the runway for the arriving aircraft. ST29 was observed near the runway edge not moving. When queried, The Flight Service Station (FSS) was advised that the vehicle had slid into a snow bank. The FSS advised the flight crew of the vehicle and requested that the aircraft conduct a missed approach. The vehicle was able to free itself within five minutes of the missed approach. On the subsequent approach the flight crew advised that they were not establishing the required visual reference to complete the approach. JZA8864 conducted a missed approach and diverted to Toronto (CYYZ).
