Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2011-03-21: The Saint John Flight Service Station (FSS) received several transmissions with carrier only, no voice on YFC RAAS 119.0. C-FEGL was inside the Control Zone, inbound from the east and C-FZKH, was over the VOR in a hold. The FSS saw a NARDS target eastbound about three miles east of Fredericton (CYFC). The aircraft was tagged as C-FJXH, a Diamond DA 20 C1. The FSS called C-FJXH but received carrier only in response. C-FJXH squawked it?s identification in response to the FSS request. C-FJXH left the Control Zone with Receive Only communications. C-FJXH had departed Fredericton without an advisory and was on a round robin Moncton (CYQM) ? Fredericton - Moncton. No operational impact at Fredericton. The Moncton Tower observed C-FJXH squawking 7600 (lost communication) 40 miles west of Moncton. It was believed by the Moncton Tower that C-FJXH could only receive transmissions; however C-FJXH did acknowledge instructions and landed without incident at 04:45Z. There was no impact on operations in Moncton.
