Incident at CYR724 (ATS operating irregularity)


2010-09-20: PSC159, Pilatus PC12, enroute from Bromont (CZBM) to Fox Harbour (CFH4), was flight-planned MLT J500 YQM. While in the Montreal Flight Information Region (FIR), the flight was cleared direct to destination. This amended routing infringed on CYR 724 restricted airspace. According to Montreal, the controller amended the route in the Canadian Automated Air Traffic System (CAATS) and passed the change to the Boston Air Route Traffic Control Centre (ARTCC). The Moncton Area Control Centre (ACC) received the estimate from Boston with no indication of an amended routing. On initial contact, the pilot indicated that he was proceeding direct to Fox Harbour but the controller did not detect the routing change. Subsequently, there was a controller change. At approximately 22 nautical miles west of Fredericton, the controller recognized that the pilot was not on the airway and initiated vectors around the restricted area but failed to maintain the required five miles separation.
