Incident at 25 miles northwest of Sydney (CYQY)

Summary

2010-08-16: C-FLTC, Beech C90, was cleared from 21,000 ft. to 20,000 ft. The controller observed the aircraft descending through 19,300 ft. and queried the aircraft as to its altitude. The pilot acknowledged the error and reported that the autopilot did not 'capture' the altitude. The aircraft then climbed back to 20,000 ft. No other aircraft were involved.
