Incident at Near Port Hawkesbury
Summary
2010-08-16: N755TT, Mooney M20M, enroute from Port Hawkesbury (CYPD) to Ottawa (CYOW), advised the controller that they intended to climb to 12,500 ft. The controller queried the pilot when he observed the aircraft climbing above 13,000 ft. The pilot was unaware of Controlled VFR (CVFR) flight rules in Canadian Airspace and then said he was actually climbing to 15,000 ft. The controller issued a CVFR clearance at 16,000 ft. The pilot's route of flight also infringed on CYR724. The pilot was unaware of the existence of CYR724. When the Halifax Flight Information Centre (FIC) was contacted for information about the flight, (which the controller entered manually into CAATS) the pilot had not filed a flight plan. There was minimal impact on operations.
