Incident at HALIFAX / STANFIELD INTL NS (CYHZ) (TCAS alert, Conflict - potential, Conflict - IFR & VFR, Alleged Canadian Aviation Regulations (CARs) infraction)
Summary
2010-07-29: ACA649, Airbus A319, enroute from St. John?s (CYYT) to Halifax (CYHZ), was on an ILS approach to Runway 23. C-GFSU, Cessna 177RG, enroute from Halifax to Sydney (CYQY), departed from Runway 32 and was given a right turn out with "no delay crossing Runway 23" due to the inbound traffic. C-GFSU was subsequently issued a heading of 090 or greater and then 150 or greater. Although the instructions were read back the aircraft appeared to continue on a northeast heading obstructing the approach to Runway 23. The aircraft was then instructed to turn to heading 360 immediately in order to vacate the approach path for Runway 23. ACA649 was passed the traffic information and confirmed seeing the traffic. Although ACA649 received a Traffic Collision Avoidance System (TCAS) advisory the aircraft continued the approach and landed without incident.
