Summary

2010-07-19: At 19:57Z, the Halifax Flight Information Centre (FIC) received an arrival message from the Quebec FIC; they had received a telephone call from Lockheed Martin FSS advising of N19783, Cessna 177B arrival in St. Stephen, NB (CCS3) from Keene (KEEN). The Halifax FIC had no information for this flight. The flight arrived in Canada without an active flight plan. Subsequently at 20:07Z, the pilot telephoned the Halifax FIC to request that his Flight Plan be closed. He stated he had filed his flight plan with Lockheed Martin FSS and had opened it in the air with them. Washington HUB, when contacted, advised that their automated system was down and the flight plan was not transmitted to the Halifax FIC for that reason.
