Incident at Approximately 35 miles southwest of Halifax (CYHZ) (ATS operating irregularity, ATM - inaccurate aeronautical information)
Summary
2010-06-23: As part of the HALCYON RV Airspace Booking the CYD 734,735,736.737 and 738 areas were changed from surface to 20,000 ft. to surface to 30,000 ft. without coordination with the Area Control Centre (ACC). The NOTAM office was informed of the change and processed the NOTAM at approximately 22:34Z. There was no start time for the change so it took affect immediately. Moncton ACC was not advised by the Regional Joint Operations Centre (RJOC) and it was 20 minutes later (22:54Z) before the paper copy of the NOTAM was brought to the attention of the Shift Manager. No aircraft were in the area at the time of the occurrence.
