Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT
Summary
2010-04-12: MFCLG01, Piper PA44 180, was cleared for ILS Approach for Runway 29 with an outbound restriction of 4,000 ft. and above. JZA931, RJ900, enroute from Moncton (CYQM) to Toronto (CYYZ), on the ground in Moncton, requested departure from Runway 29 and was given an amended Standard Instrument Departure (SID) restricted to not above 3,000 ft. MFCLG01, upon initially crossing the Non-Directional Beacon (NDB), started descending, not adhering to the outbound restriction. Technical loss of separation occurred. JZA931 was starting the takeoff roll when MFCLG01 was eastbound (Opposite direction) at 2,500 ft. with 5.5 nautical miles separation and increasing.
