Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2010-04-06: JZA7666, DHC8 102, enroute from Montreal (CYUL) to Fredericton (CYFC) was on the ILS approach for Runway 09. C-GJDI, Beech B200GT, enroute from Fredericton (CYFC) to Saint John (CYSJ) was preparing for takeoff and was backtracked to position and asked if he was planning a full-length takeoff. The pilot indicated that he was "turning around now". The tower contacted the Area Control Centre (ACC) for release but had difficulty with the hotline. C-GJDI rolled and took off without clearance prior to tower obtaining the release.
