Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT (Incursion - runway - vehicle, Conflict - potential)

Summary

2010-03-17: A vehicle called the ground controller with an unreadable transmission. The vehicle was informed that the radio was unreadable. Ground then heard a transmission "proceeding to Apron 8". The vehicle was then observed entering Taxiway C. When the vehicle was approaching Runway 29 a blind transmission was issued for the vehicle to stop and it did so short of Runway 29. At the time a Diamond DA 20 C1 was on a one mile final for Runway 29. The vehicle subsequently identified itself as PLH 345. Nil TSB.
