Incident at NANAIMO AIRPORT (Conflict - near collision (VFR or IFR))
Summary
2007-10-15: A private BL14 CYXX to CYCD, VFR, landed runway 16 and was requested to hold short of runway 16 due to TUGG2 a C305 Birddog towplane with tow line attached, who was on final landing on the grass, alongside runway 16. The BL14 did not respond to any calls to stop prior to entering taxiway "B" forcing TUGG2 to execute a missed approach.
