Summary

2005-06-06: UPDATE ANS and Airspace reported that Nav Canada will conduct a Level 1 Operational Safety Investigation concerning this occurrence.
2005-06-03: At 1424Z, the Whitehorse Tower Controller authorized the driver of Staff 24, an airport vehicle, to enter Runway 13R. At 1430Z, the crew of JZA 8442, a Canadair RJ, was cleared for takeoff on Runway 13R. Staff 24 was not told to exit the runway prior to the issuance of the takeoff clearance. The driver of the vehicle saw the RJ turning onto the threshold of the runway and exited the runway on his own initiative before the aircraft began the takeoff run.
