Incident at 15 NM W of Iqaluit

Summary

2005-06-01: UPDATE TSB reported that the Cessna 525, registration N30AD, en route from Churchill, Manitoba to Iqaluit, Nunavut, was cleared to 6,000 feet and given an altitude restriction to cross 20 NM west of Iqaluit at 10,000 feet or below, which was read back correctly. FAB 821, an ATR-42, was en route from Clyde River, Nunavut to Iqaluit, Nunavut, was level at 11,000 feet east of Iqaluit. The Iqaluit radar was not in service but it was estimated that there was a technical loss of separation between the two aircraft. N30AD, had not met the altitude restriction and reported leaving 14,000 feet, 16 NM west of CYFB and FAB 821 was leveled at 11,000 feet 15 NM east of CYFB. The Controller exchanged the traffic with N30AD and the pilot later reported the traffic on TCAS, 3,500 feet below.
2005-05-30: N30AD, a Cessna Citation 525, was on descent into Iqaluit and the crew was cleared to 6,000 feet and given an altitude restriction to cross 20 NM west of Iqaluit at 10,000 feet or below, which was read back correctly. Upon being queried about their position when 16 miles west of Iqaluit, the Controller realised that the aircraft had not met the altitude restriction. The result was that separation was not assured with FAB 821, an ATR 42, which was northeast of Iqaluit at that time, on a crossing track, level at 11,000 feet.
