Incident at COLVILLE LAKE NT (CEB3) (Communication navigation surveillance/air traffic system, ATS operating irregularity)


2005-04-29: Summit Air Charters Shorts SC-7 Skyvan, C-GJGS, conducted several VFR trips between Colville Lake (CEB3) and Lac Des Bois without having its DVFR flight plan opened. The flight plan had been filed with the Yellowknife FSS. The Norman Wells FSS operator misread the Lac De Bois destination as Lac de Gras, which was outside the Norman Wells area of responsibility. The flight plan was therefore considered to be for information only, and was not passed to North Bay. Summit Air's satellite phone flight following system had allowed for back-up to the Nav Canada flight plan system. Nav Canada's investigation determined that any minor systemic safety issues can be rectified by counseling.
