Incident at REGINA INTL SK (CYQR)

Summary

2005-04-18: N9238Y, a Piper Navajo, departed Regina on a VFR flight to Edmonton and when the a/c was 30 miles northwest of YQR, the pilot was advised that radar service was terminated and he was cleared to the en route frequencies. At 1953Z, when 35 miles northwest of YQR, N9238Y was observed climbing through 12,500 feet. N9238Y then leveled at 14,500 feet. At 2030Z, contact was re-established with the pilot and when he was advised of the requirements for VFR flight in controlled airspace, he descended to 12,500 feet. No other a/c were involved.
