Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (Conflict - potential, ATS operating irregularity)

Summary

2005-04-01: An ATC Operating Irregularity occurred when N377SC, a Falcon 900 departing Winnipeg en route KGRB cleared to FL 410 had to be re-cleared to FL 340 while climbing our of FL 325. Separation was not assured with CPA 080 a B747-400 en route The Pas direct GEP at FL 350. N377SC levelled at FL 340 and the aircraft were separated laterally by 9 miles.
2005-04-08: UPDATE ANS and Airspace reported that Nav Canada will conduct a Level 1 Operational Safety Investigation (OSI) concerning this occurrence.
