Incident at INUVIK / MIKE ZUBKO NT (CYEV) (ATS operating irregularity)

Summary

2005-03-31: The crew of AKK 201, a Beech King Air, received an airport advisory from Inuvik FSS at 2149Z and the crew advised of their estimate as 2156Z. At this time, there was a vehicle on the runway. The vehicle was not instructed to clear the runway until 2154Z and this is contrary to proper MANOPS procedure, which states all vehicles shall be cleared 5 minutes before the arrival of any aircraft. The delay did not affect the arriving aircraft and it landed without incident or delay.
2005-04-11: UPDATE ANS and Airspace reported that NAV CANADA will conduct a Level 2 Operational Safety Investigation concerning this occurrence.
2005-04-07: UPDATE ANS and Airspace reported that NAV CANADA has conducted a preliminary investigation. The FSS operator was applying a MANOPS procedure for leaving vehicles on a runway inside 5 minutes of an aircraft arrival. One of the conditions is that this must be co-ordinated with the aircraft. The co-ordination was not done in this case. The FSS operator has been counselled and re-familiarised with the relevant sections of FSS MANOPS.
