Incident at GILLAM MB (CYGX) (ATS operating irregularity)

Summary

2005-03-21: CAV 7253, a Saab 340, was preparing for departure from Gillam for Winnipeg and the crew's IFR clearance had been relayed through Winnipeg FIC to maintain FL 200. The crew read back an incorrect altitude (FL 210), which the Specialist did not notice. After departure, the Controller observed CAV 7253 climbing through the assigned altitude and corrected the flight's altitude. No other a/c were affected.
2005-04-08: UPDATE ANS and Airspace reported that Nav Canada will conduct a Level 1 Operational Safety Investigation (OSI) concerning this occurrence.
