Summary

2005-02-17: The pilot of C-GGMC, a Piper Malibu, taxied from the east apron onto Taxiway A at Fort McMurray without establishing contact with FSS on the airport Mandatory Frequency. The pilot was informed that his IFR clearance was ready and the aircraft subsequently departed VFR without ATC approval and requested IFR clearance in the air.
