Incident at PORTAGE LA PRAIRIE / SOUTHPORT MB (CYPG) (Weather - visibility, Navigation error, Conflict - near collision (VFR or IFR))


2005-02-22: UPDATE TSB reported that the Bombardier Canadian Aviation Training Centre (CATC) Slingsby T67C, registration C-GSTH, was departing Runway 31 right at Southport, MB. Another CATC aircraft, a Beech C90A, registration C-GMBG, was on missed approach to Runway 31 left. C-GSTH drifted left on climb out and passed in close proximity to C-GMBG. The weather was VMC with a strong north wind. An investigation by DND DFS is ongoing.
2005-02-03: A near collision occurred at Southport between a Slingsby Firefly and a Beech King Air during climb-out from the airport. Sundance 9 was climbing out from Runway 31R while Mustang 87 was doing a missed approach after an instrument approach to Runway 31L. Although VFR conditions existed at the airport, a band of snow showers to the west had reduced visibility to perhaps 3 to 4 miles. In addition, a strong north wind was causing aircraft to drift left of centreline after departure unless corrected. The Slingsby was on a maintenance flight with a pilot and AME and it was reported that the pilot was assisting the AME in monitoring gauges and did not correct for drift. Typically, the standard VFR departure off Runway 31 is to climb to 1,500 feet and then turn left to head toward the practice areas, but in this case, Sundance 9 had been cleared for a straight-out departure. Traffic had been passed to both crews. A loss of situational awareness appears to have occurred when the Slingsby pilot did not correct for drift and came in close proximity to the King Air. Radar analysis indicates that the two aircraft came within 100 feet vertically and .1 mile laterally. The King Air was not TCAS-equipped. The Department of National Defence has completed a preliminary investigation and a final report will be issued after comments from involved parties.
