Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (ATS operating irregularity)

Summary

2005-02-01: C-GCJH, a PA-31 Navajo, was en route IFR from Pikangikum to Winnipeg at 6,000 feet, when the pilot requested a lower altitude from the Winnipeg East Sector. As C-GCJH was about to enter terminal airspace, the pilot was instructed to contact Winnipeg Arrival on 119.5. The pilot read back, 'cleared to 5,000' in response and the East Sector Controller failed to note the incorrect readback. C-GCJH descended to 5,000 feet while passing overhead the CYA 404(T) training area which is designated from surface to 5,000 feet continuous daylight. Winnipeg Arrival noticed C-GCJH at 5,000 feet and when unable to contact the pilot, called the East Sector to confirm the cleared altitude and ask if the aircraft had been advised to contact Terminal. The East Sector confirmed C-GCJH cleared at 6,000 feet and advised the pilot to contact arrival on 119.5. Radar did not display any visible traffic in the training area at the time of the incident.
