Incident at SASKATOON / JOHN G. DIEFENBAKER INTL SK (CYXE) (Incursion - runway - vehicle)
2005-03-11: UPDATE Aerodrome Safety reported that it was reported that the operator of grader 153 was not advised of landing traffic on runway 09 even though the operator had been instructed to remain South of the runway lights. It was further noted that that while working along the East edge of the lights on runway 15 a few minutes prior to the occurrence on 09 the operator of grader 153 was advised landing traffic on runway 33. The employee is an experienced mobile equipment operator and maintains a valid AVOP ""D"" license. The operator has received oral counseling and has reviewed all operating/communications procedures in accordance with his AVOP privilege.
2005-01-31: The driver of Grader 153 was authorized to work alongside Runway 09 at Saskatoon up to the runway edge, but not on the runway. Grader 153 was then observed on the runway when NVC 1, a Canadair Challenger, was flaring to land. The driver of Grader 153 was instructed to exit the runway as NVC 1 landed. Grader 153 was off the runway when NVC 1 went past. TSB is looking into this incident.
2005-02-14: TSB advised that the Nav Canada Canadair CL600, registration C-GCFG operating as NVC 1, was arriving at Saskatoon, SK. While NVC 1 was on approach, Grader 153 was authorized to work alongside Runway 09. As NVC 1 was flaring to land, Tower observed Grader 153 close to, and possibly on, Runway 09. Grader 153 was instructed to clear the runway. The crew of NVC 1 were aware of the position of Grader 153 and re-confirmed landing clearance on final. The crew of NVC 1 did not consider the position of the grader to be a hazard during the landing roll.
