Incident at PRINCE ALBERT (GLASS FIELD) SK (CYPA) (ATS operating irregularity)

Summary

2005-01-21: The driver of BL 120 received clearance onto Runway 08/26 at Prince Albert at 1747Z. Five minutes later, the crew of an ATR-42, WEW 450, called up inbound estimating in 10 minutes. The FSS Specialist provided the advisory but omitted the vehicle traffic. The call from WEW 450 was 8 miles turning final. While WEW 450 was making the call, the Specialist began a call for BL 120 to leave the runway, at which time WEW 450 was advised of the vehicle. BL 120 reported off at 1803Z and WEW 450 landed at 1806Z.
2005-03-23: UPDATE ANS and Airspace reported that Nav Canada will conduct an OSI Level 2 concerning this incident.
