Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)

Summary

2005-01-17: C-FDGP, a Beech King Air 200, was taxiing for departure at Winnipeg and the crew had been instructed to hold short of Runway 13 on three occasions and each time, the crew read back the hold short restriction. JZA 8501, a Canadair RJ, was in position on Runway 13 ready for takeoff, but had not yet been issued a takeoff clearance. Tower staff then observed C-FDGP continue taxiing across the hold short line and then across the runway without clearance. A review of the audio tapes confirmed no ATC involvement in the incursion.
