Incident at CALGARY INTL AB (CYYC) (ATS operating irregularity)

Summary

2005-01-18: UPDATE ANS and Airspace reported that NAV CANADA will do a Level 2 OSI.
2005-01-13: KFA 271, a B727, was at FL 310 en route on a night cargo flight from Winnipeg to Calgary. The Controller cleared the crew to descend to FL 220 at their discretion and they read back 'cleared to 12,000'. The Controller missed the incorrect readback and when he noticed the flight descending though FL 210, he queried the crew. They responded that they were cleared to 12,000 feet. The Controller re-cleared the flight to FL 200. An ATC Operating Irregularity occurred when the Controller did not detect the readback error and safety was not assured.
