Incident at CALGARY INTL AB (CYYC) (Overshoot/missed approach, Incursion - runway - aircraft, Alleged Canadian Aviation Regulations (CARs) infraction, ATS operating irregularity)
2005-01-11: C-FCMB, a Beech 1900, was positioning from Apron 8 to Apron 1 at Calgary via Taxiways P, A and J to cross Runways 25 and 28 to hold short of Runway 16 on Juliet. The Ground Controller saw an active strip in EXCDS for GLR 797 and gave GLR 797 taxi clearance to Runway 16 (assuming that the aircraft was departing Apron 1 on taxiroute 1A). Taxiroute 1A is not visible to the Tower, not displayed on ASDE and is an uncontrolled taxiroute. C-FCMB was then observed crossing Runway 16 on Taxiway Julliet. Tower pulled up JZA 8139, a DHC-8, which was on short final. JZA 8139 conducted a missed apporach and landed without further incident at 1753Z. A preliminary investigation (ongoing) indicates that safety was not assured when the crew of C-FCMB changed their a/c identification to GLR 797 while holding short of Runway 16.
2005-01-14: UPDATE TSB reported that the Central Mountain Airways Beech 1900, registration C-FCMB, was at Calgary International, positioning from Apron 8 to Apron 1 and the crew was told to hold short of the active Runway 16. While holding short on the west side, the crew changed their 'ident' to GLR 797. Ground Control then issued them a clearance to cross Runway 16, believing them to be on the east side and awaiting departure. Air Canada Jazz flight JZA 8139 was on short final for Runway 16, and the Tower Controller pulled them up for a missed approach, after which they landed without further incident. Safety was not assured when the clearance was issued, and when the 'ident' was changed while holding.
