Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG) (Incursion - runway - vehicle)
2005-02-23: UPDATE Aerodrome Safety reported that both vehicle operators were under contract to the Winnipeg Airport Authority. The two truck drivers had been briefed the previous day on airside vehicle movement requirements. Since the operators ignored the airport escort policies and jeopardized air safety their contract with the Authority was cancelled.
2005-01-11: A preliminary investigation confirmed no ATS involvement.
2005-01-14: UPDATE TSB reported that Calm Air flight 7514, a Saab SF340, was on a scheduled flight from Thompson, MB to Winnipeg, MB. While the aircraft was approximately one mile on final approach for Runway 31, two trucks approached and subsequently crossed the runway at the Golf/Kilo Taxiway. The Tower Controller observed the trucks approaching the runway and issued an overshoot for flight 7514. The aircraft completed the overshoot and subsequently landed safely on Runway 36. The two trucks were on contract to the airport for snow removal. Neither were radio-equipped and both drivers had been directed to wait at the combined-service building until an escort could be provided. The driver of Loader 159 had been cleared to cross Runway 31 and had crossed as cleared. The two vehicle operators had worked with Loader 159 the previous day and it was believed that they incorrectly assumed that the loader was their escort. They departed in pursuit of Loader 159, crossing the active runway in the process.
2005-01-07: Two vehicles crossed the active Runway 31 at Winnipeg without authorization, which resulted in CAV 7514, a Saab 340, being given instructions to overshoot. Neither vehicle was radio-equipped and they were not authorized to operate airside without an escort. CAV 7514 landed without further incident on Runway 36. The Airport Manager was advised.
