Incident at PEACE RIVER AB (CYPE) (ATS operating irregularity)

Summary

2005-01-04: The pilot of C-GNAC, a Piper Navajo, called Peace River FSS while taxiing; the flight was IFR R04 eastbound for Vermilion. The FSS Specialist misunderstood the transmission to be eastbound for Fort Vermilion and FSS did not request the IFR clearance. The aircraft was on the threshold of Runway 04 and had to backtrack to the apron to allow PE 14, an IFR Pilatus PC-12, to land. C-GNAC's departure was delayed 15 minutes until 1729Z.
2005-01-06: UPDATE ANS and Airspace reported that Nav Canada has reviewed this incident and no further action is planned.
