Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2005-08-15: C-GBHU Cessna 172P enroute from Fredericton (CYFC) to Moncton (CYQM). Aircraft taxied onto runway 27 and departed without communicating with FSS. Aircraft would have departed directly into path of a helicopter working in the vicinity of the button of Runway 09 however the FSS observed it proceeding towards taxiway Alpha and advised the helicopter to stay clear until the intentions of the C172 were determined. The C172 departed and did call after commencing a left turn to the east but appeared to have limited understanding of communications from FSS. Aircraft advised they were proceeding to CYQM. Advised pilot that a report would be filed but the person did not seem to understand. QMACC Shift Manager advised. Nil TSB.
