Incident at FREDERICTON INTERNATIONAL AIRPORT

Summary

2005-08-02: C-GEBS, Cessna 172M enroute from Oxford Me. To Frederiction (CYFC) conducted a VFR flight into Canadian airspace without an active flight plan. At 00018Z Halifax FIC received a telephone call from the pilot to say that at 0010Z he had arrived at Fredericton NB from Oxford Me. (K81B). He requested that his VFR flight plan be closed. He was informed that Halifax FIC did not have an active flight plan on the flight. The pilot responded that he had filed a flight plan with either Bangor or Boston FSS, and had requested they open the flight plan at his ETD. He stated he did not contact them after that when airborne. KBGR FSS was contacted for information; they advised the pilot had filed a proposed VFR flight plan from Oxford to Fredericton with an ETD of 2215Z, but that the pilot had not contacted them airborne to activate it.
