Incident at FREDERICTON INTERNATIONAL AIRPORT (Conflict - potential, Communication navigation surveillance/air traffic system, ATS operating irregularity)

Summary

2005-07-11: JZA7666, DH8A enroute Montreal (CYUL) to Fredericton (CYFC) inbound to Fredericton cleared to 11,000 ft. JZA8939 CRJ2 enroute Fredericton to Toronto (CYYZ) departed Fredericton and given clearance to 28,000 ft. and instructed to turn right 15 degrees for separation respect JZA7666. Due to other duties, the controller did not monitor the two aircraft and subsequently needed to restrict JZA8939 to maintain 10,000 ft. and gave both aircraft 15 degree turns for separation, when the aircraft were 15 miles apart. As the event was reported as an OI (operating irregularity), both radar and data controllers were relieved and the following aircraft were subject to delay while staffing was restored. CJA161, CJA141, CJA2123, CJA185, CJA173, COM878, CGRDP, N1897S. No loss of separation occurred but separation was not assured. Nil TSB.
