Incident at KBOS CYQM FIR Boundary (Alleged Canadian Aviation Regulations (CARs) infraction)


2005-06-28: N882AS C337 enroute Bangor (KBGR) to Goose Bay (CYYR) and N31064 PA32 enroute Bangor to Goose Bay conducted VFR flight into Canadian airspace without active flight plans. The aircrafts departed Bangor at 1613Z and arrived CYYR at 2056Z. The aircrafts were flying together, but on separate flight plans. Bangor FSS confirmed the pilots had filed VFR FP?s and had attempted to activate on departure, but simultaneously, the computer system at Bangor FSS crashed due to cut telephone lines. The Bangor system was down for approximately 2 hours until 1814Z. Bangor FSS was unable to contact Halifax FIC during this time to activate the FP?s. The pilot of N882AS advised Halifax FIC via telephone after landing in Goose Bay, he had attempted to open both flight plans via Boston FSS, Boston Approach, and Boston ACC. Also that Boston ACC advised they would activate for Boston FSS and would advise Halifax FIC. Nil TSB
