Incident at GREATER MONCTON ROMEO LEBLANC INTERNATIONAL AIRPORT (Conflict - potential, ATS operating irregularity)
2005-04-18: CGMFB a DV20 doing circuits on runway 29 was given a full stop landing on runway 29 due departing traffic on runway 24. CFFOL a C172 was holding short of runway 29 in taxiway ALPHA waiting for departure. The controller inadvertently issued a take-off clearance to CFFOL, instead of the intended take-off clearance to C-GMFB. CFFOL took off from the threshold of runway 29, with CGMFB stopped on runway 29 at a point just east of taxiway BRAVO. TSB Case Closed. More to follow
2005-04-21: TSB Update April 20 2005. A05A0043: Both of the following aircraft were being operated by Moncton Flight College in a flight training capacity at the time of the occurrence. A Diamond Katana DV20, C-GMFB, was conducting circuits on runway 29. The controller issued an instruction to C-GMFB to complete a full stop after landing due to a departing Boeing 737 on runway 24; the crew complied. A Cessna 172, C-FFOL was holding short of runway 29 in taxiway ALPHA waiting for departure. After the 737 had traffic had departed runway 24 the controller inadvertently issued a take-off clearance to C-FFOL instead of the C-GMFB. C-FFOL then took off from the threshold of runway 29 while C-GMFB was still stopped on the runway just east of taxiway BRAVO. C-FFOL flew directly over the top of C-GMFB at an approximate height of 200 feet.
