Incident at Gander Oceanic (Conflict - loss of separation, Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2005-04-07: an Eastbound aircraft departed BGBW Narsarsuaq cleared to FL190. Aircraft indictaed that it had flight planned FL270 and was climbing to that level. Ocean Controller instructed flight to maintain assigned altitude of FL190. When asked later what altitude the aircraft had climbed to, the flight indicated FL210 and had descended to FL190 without controller knowledge. Two pieces of traffic conflicted . Loss of seperation . Nil TSB.
