Incident at SAINT JOHN NB (CYSJ)

Summary

2005-02-22: At 2108Z, the pilot of C-FYPU contacted Halifax FIC via 126.7 YSJ to close VFR transborder flight plan. When advised that no flight plan had been received from KBGR FSS, and when queried about activation, the pilot confirmed he had filed with KBGR FSS but did not activate the flight plan. The pilot was advised that American FSS do not automatically open flight plans as is done in Canada (i.e., assumed departures). At 2125Z, KBGR FSS confirmed that a VFR flight plan had been filed from KHUL to CYSJ but not activated. At approximately 2130Z, CYSJ FSS was contacted to advise that YHZ FIC had not received a flight plan, and to confirm aircraft had arrived. YSJ FSS advised that aircraft arrived @2127Z. Nil TSB
