Incident at HALIFAX / STANFIELD INTL NS (CYHZ) (Incursion - runway - vehicle)

Summary

2005-02-24: TSB Upadte: A05A0025: The Halifax tower controller cleared EGF760, an Embraer 135 aircraft, for take-off on rwy 33 at 15:01 ast. Coincidental with the take-off clearance to EGF760, Staff 30, which was positioned in taxiway ""F"", requested clearance from the Halifax ground controll to cross rwy 33. When the ground controller relayed the request to the tower controller, the tower controller observed a vehicle in taxiway ""D"" and thinking that this was the vehicle that requested the clearance, approved the clearance. At 15:02 ast, Staff 30 was cleared to cross rwy 33. EGF760 aborted the take-off when the pilot saw the vehicle crossing the rwy. Nav canada will be conducting an OSI
2005-02-22: ANS & Airspace Update: The ground controller requested clearance for the vehicle ""at Foxtrot, west of 24"" the tower controller heard the ""24"", saw a vehicle on the apron, and approved crossing, believing the vehicle was to cross runway 24. The controllers have had a CISM session, been requalified, and returned to duty. An OSI will follow. A05A0024: TSB Case Closed
2005-02-21: The AMR American Eagle Inc. Embraer E135 (EGF760) was cleared for take off runway 33 at 1901Z. At 1902Z, Staff 30 was cleared across runway 33. EGF 760 aborted take-off when the pilot saw the vehicle crossing.
