Incident at CALGARY INTL AB (CYYC) (Rejected take-off, Incursion - runway - aircraft, Conflict - potential, ATS operating irregularity)
2003-09-08: C-GETA, a DHC-8, was issued taxi instructions to cross Runways 10 and 25 at Calgary. N650DF, a Cessna 650 was issued takeoff clearance on Runway 10 at the same time. C-GETA was instructed to stop and takeoff clearance for N650DF was cancelled. The DHC-8 stopped after crossing the hold short line but clear of the runway. There appears to have been a communication mix-up between the Airport Controller and the Ground Controller. TSB is looking into the occurrence.
2003-09-09: UPDATE TSB reported that the De Havilland DHC-8-301, registration C-GETA, was repositioning from apron 1 at the Calgary International Airport to hangar 59 on the south side, and had been cleared via Taxiways J and G, to cross Runway 10, and Taxiways C and X. Prior to the Dash 8 crossing Runway 10 the Tower Controller cleared a Cessna 650 Citation, registration N650DF, for takeoff on Runway 10. As the Citation commenced the takeoff run, the Tower Controller observed the Dash 8 approaching Runway 10 and asked the Ground Controller if the aircraft was holding short of the runway. The Ground Controller was in the process of handing off the position to another controller. The relieving controller instructed the Dash 8 to stop and the Tower Controller cancelled the takeoff clearance for the Citation, which was aborting on it's own. The Dash stopped clear of the edge of Runway 10, after crossing the hold short line. The Citation was back to taxi speed approximately 2,500 feet from the threshold and 1,700 feet from the Dash 8. ANS and Airspace reported that Nav Canada will convene an Operational Safety Investigation concerning this occurrence.
