Incident at ISLAND LAKE MB (CYIV) (Alleged Canadian Aviation Regulations (CARs) infraction)

Summary

2003-08-20: WSG964, had received an arrival advisory on the MF and was following a metroliner as number 2 for Runway 12. C-FWTP, approaching the field from the west, had also received an arrival advisory on the MF and indicated that they would be proceeding directly overhead the field enroute to the Natural Resources base. Four minutes later WSG964 advised they were too tight on final with the metroliner they were following on Runway 12. WSG964 broadcast that they were then going to join downwind right hand for Runway 30. Eight seconds later C-FWTP advised they were deviating to miss the Pilatus on the downwind on Runway 30. The pilot of C-FWTP complained to the Winnipeg FIC operator about the situation. Review of FIC actions indicated proper procedures had been followed by them. Alleged CARS Infraction CAR(602.96)
