2003-08-05: Arctic FSS called Edmonton ACC with a position report on QO4
C, a military Lockheed Aurora at DOGGY intersection at 0723Z, FL 300 and requested a clearance to Iqaluit (YFB). The aircraft had left YFB at 0028Z on an IFR clearance to 50 DME from YFB and then continued on a VFR flight until the crew wanted to return to YFB at 0630Z, supposedly from the DAPAK intersection area. At this time, the original flight plan Edmonton ACC had did not indicate whether the crew wanted to go IFR or continue VFR to YFB. Regardless of this, no agency that Edmonton ACC spoke to had issued a clearance to the aircraft that would have allowed it to go to FL 300. The Edmonton Controller issued a clearance to the aircraft at 0735Z to proceed to YFB at FL 290. There was another aircraft in the vicinity of DAPAK at 0805Z that was at FL 330 (AFL 322) but no conflict occurred.
