Incident at WINNIPEG / JAMES ARMSTRONG RICHARDSON INTL MB (CYWG)
2003-08-01: UPDATE TSB reported that C-FSLZ, a Perimeter Airlines Swearingen SA-226-TC aircraft was being test flown in an effort to troubleshoot an unstable RPM problem. When power was reduced for cruise flight in the circuit, the RPM fluctuations occurred on the right engine. The engine (Garrett TPE 331-10UA-511G) was shut down and the aircraft landed without further incident. The aircraft has been grounded pending a definitive diagnosis of the RPM malfunction. This aircraft was recently involved in two other related occurrences involving unstable and uncontrollable RPM fluctuations.(A030195 and A03C0196 refer). Maintenance and Manufacturing advised that this flight was a subsequent test flight after the Fuel Control Unit replacement from Cador 2003C1042, with fluctuating r/h engine RPM.
2003-07-30: PAG 7T, a Metro II, was in the circuit at Winnipeg when the crew advised the Tower of a right engine shutdown and requested assistance. Emergency Services attended and the aircraft landed safely. No other aircraft were inconvenienced.
